Brochure speak on the street

Re. Sean Dunne's Ballsbridge planning hearing starting today, according the the Irish Times, "Danish architect Ulrik Raysse said the new development would be a city within a city that would rejuvenate Ballsbridge."

What does "city within a city" mean? I've seen it in brochures (from other copywriters) and I can bring myself to accept it in that context as a kind of bad "commercial poetry", but coming from an architect speaking to a journalist it just comes across as very weak and totally undermining of the authenticity of his vision.

I for one don't want a second city within this city. It just evokes scenes from Escape from New York, and nothing positive at all comes across.
